Boot a clean windows installation via a USB

USB stick
USB-C converter if your device only has USB-C ports
Another desktop with administrative privileges (e.g. your home laptop)
1) Insert your USB drive into your other computer (Check that it has connected properly via the file explorer, you should see another drive)
2) Download and run Rufus
3) Format the USB drive
4) Install windows (check the version!)
5) Insert USB into PLD
6) Boot to UEFI on your PLD (See here for Microsoft Surface)
7) Change boot order to USB storage first
8) Restart PLD (Should start windows installation)
